The Uninterrupted Scholars Act will increase the educational success of foster children by allowing access to a student’s educational records by the child welfare agency responsible for his or her placement and care. This is currently prohibited by FERPA, a law that requires parental consent for the release of student records. This can cause significant disruptions in school attendance while youth wait for school records to be transferred each time they change placements. Children in foster care are traditionally among the most educationally at risk of all student populations.
